Yes -- and NO. Not all Military Bases are owned by the Feds. 1480 in Steilicoom, Washington could "rent" a parcel of land on the Fort Lewis Military Base -- because it's owned by the State of Washington -- which rents the property to the US Army. Other parts of Fort Lewis are rented out to farmers and ranchers. Cows roam and grange on parts of the Base. --- It all depends on who really owns the property. It all depends on IF the Federal Government owns the land -- or not. And every Federal Agency has it own rules. If the land is managed by the USFS or BLM -- it still may be possible to leaee and use for a transmitter site.
