Maybe the information in CDBS is incomplete. It looks to me like KCIK was never granted a license to cover, and the original CP was issued in May of 2001, so KCIK appears not to be a former class 4 station, and there is nothing to grandfather. They are still listed on CP, which expired in May of 2004... I'm still confused. Maybe somebody can explain what all this REALLY means.
