AM broadcast stations do not operate the same as FM.   Both the tower and 
ground system are considered for daytime and nightime coverage.   Changing the 
tower or gound system -- requires a new CP (application).  In an emergency -- 
you could get an STA..   But --  STA's are not given for regular fulltime - 
perminent operation.   The FCC Standard requires a non-directional ground  
system -- of 1/4 wave ( 90 degrees ) of 120 radials spaced 3 degrees apart.   
KGY-AM in Olympia or the 1240 in Monterey, California (old KMBY AM)  --- as all 
other AM Broadcast stations ---  use a standard 120 radial system.   All or 
part of the ground system may be "under water".  If any of the 120 radials were 
shorter -- than the signal would no longer be Non-directional.    For many 
years KDOL - 1340 in Mojave, CA -- used only 100 watts fulltime.   The tower 
was located next to a site used to dis-mantle large train box cars.  Large 
amounts of  scrap metal are baried under the site.
