The idea that a station can't improve -- without a power increase or power loss 
-- is not the question.   Radio Spectrum is a natural resource.  Like trees in 
a forest.  You can only place so many trees in one area.  They need room to see 
sunlight and to grow their roots underground.   Radio channels can be re-used.  
But like trees -- they need distrance from one to another.  While DXing is a 
great hobby -- broadcasting and communications are work. Within the next few 
years -- broadcasters will ask the FCC the "weed out" the brush and fallen 
trees that prevent  AM radio growth.   By moving certain AM existing stations 
to a new FM band -- using TV channels 2 through 6 -- it would allow for growth 
and clean air for all remaining AM stations.
