And many bulbs with higher color correction use high
persistence phosphors, which means they glow for
awhile even after the energy is removed. You won't
actually SEE it, but it prevents those problems.
Ballasts are much better than the ones in the early
days. The  T-8 bulbs that run on solid state ballasts
run on very high frequenies. Those don't cause
problems. CFB's can operate on very high frequencies,
and some are better than others about interference. 

You can't miswire a ballast and expect the lamps to
work.
