I have been helping FCC in my area regarding one of these.  I had given up hope 
of anything getting accomplished, and I got a phone call Thursday afternoon 
from FCC.  They told me that they found the guy, gave me his approximate 
location, and said he shouldn't be a problem anymore.
   
  Friday afternoon, they were on the air, so I called up the FCC guy again with 
a "Guess what?" intro.  He said that they give (what I would call) a cease & 
desist order that must be responded to in writing within 10 days.  If they do 
not cease or do not respond, they can expect another visit that has stronger 
enforcement measures.  In this second conversation, he would not go into much 
detail except to say that they had a sophisticated directional antenna system 
for a pirate.
   
  That kinda summarizes the "nice note" and what's behind it.  As far as exact 
details go, I have been told that data regarding actual seizures will be hard 
to come by unless it makes the news media.
