Regardless of agency reach, why discourage constructive activity? After all,
if HD interferes with Canadian, Mexican, or anyone else's broadcasts, what's
the harm of reporting it to any and all agencies? Why not alert as many as
possible and leave the ball in their court?
There is that old maxim that when complaint stack attains a certain height,
down come both feet upon the offenders.
Or is that why one might obliquely attempt to discourage good citizenship
reportage?
