Hmmm.  They don't ID as such in Russian, which would be "Golos Rossii", at 
least not what I've heard.  Any other Russia experts out there to confirm?  I 
just checked the website now (14:30) and they have various programs including 
the Commonwealth
program (Soldruzhetsvo), World service, and Russian International Radio.  Seems 
that "Golos Rossii" is the umbrella organization for all of these programs.  
This might be something like what the USSR used to do with various surrogate
broadcasters (and what the US does today....Marti, VOA, Radio Sawaa, RFA, 
etc).........Walt.
