Both clubs had considered this back in the 1970's, and in the NRC, also earlier. In both cases a smallish number of mainly international DX'ers proposed it. Since active international DX'ers do not comprise a significant proportion of the membership of either club, the majority would understandably be resistant to it, whereas most of those who are either mainly international DX'ers or who do both are already quite accustomed to converting.
