KZEY 690 Tyler TX gets slapped with an $11,000 fine for a missing public 
file and for operating from a non-directional antenna instead of its 
licensed two-tower DA for at least a year - June 2005-June 2006:

I don't recall seeing them showing up in anyone's loggings during that 
period...were they heard anywhere they shouldn't have been?

(They're licensed with 1000 watts day, 92 watts at night, with most of 
the power aimed to the SE and a tiny back lobe to the NW.)
