I'd look into the possibility that someone on 1070 is carrying some programming that has 8 kc audio embedded in it, Note the perfect symmetry of these hets against 1070. Also 1078 is not a TA frequency. You'd never detect this directly by listening on 1070. Only indirectly by seeing if any programming you could hear on 1070 might sound like it was a satellite feed. Or another indirect way is to see if the signals go off simultanelously when the station cuts away to local origination and even that is not foolproof. because it might be an artifact in the audio chain at the station.
