I listened to your clip many times... thru many speakers and headsets...
1) It doesn't sound like my local 960 WELI which our household listens to 
daily... I've been there and our family has been featured on one of their talk 
programs within the past year.  Yes, WKCI is their FM sister by ownership only, 
and by no means is it them, the two are completely different formats so you can 
scrap that guessing by some on this list.
2) I am not hearing "Newsradio 960" as you mentioned.  Instead I'm hearing: 
"9-60 (Call) 'Talk Radio'" and not "news radio";
3) I cannot find on a list what I'm hearing.. but it is very likely that any 
list may not yet be updated.  First listen I'm gravitating to WVBR, WBBR, WBVR 
or any combo with an E.  Some possibilites are: WLPR-AL, WFIR-VA, even 
WAVR//WATS-PA.  Of course, if any list may be outdated by call letters, it's 
even more likely that the formats listed surely have changed even more so.
4) Final, I can't make it out for sure.. but definately rule out WELI (WKCI).  
Perhaps your recording(s) can uncover a few more clues.  Good luck. It was fun,
