WDSL is simulcasting their sister station WSIC. WSIC is licensed
fulltime, WDSL is not. It is not completely certain that WDSL is
operating intentionally, although the longer it goes on, the more
likely it becomes. Maybe they think that ID'ing WDSL also would make it
more obvious ???

Anyway, the signal on 1520 is WDSL's transmitter, regardless.
