Bob,

I doubt if it was a test.  I recall hearing WHBC regularly on Monday Mornings 
around 3 a.m. PST (during the winter).  In the good ole days when the frequency 
wasn't clogged WHBC roared in on
regular schedule.  This was 1965-1969 era.
