That site is interesting but not at all complete. I clicked the "About
us" link at the bottom of the page and it is a firm that provides
transmitters for TIS stations. So, my guess is, if they do not provede
the transmitters for a particular TIS - it may not be listed. I noticed
that both Indiana and Illinois DOT TIS are missing.

I stumbled across this list of "Alert" stations, TIS/emergency while
trying to figure out the call letters of what sounds like WTFJ-980,
Tonowanda Information Radio Station, 1670 kHz.
Maybe old news to you, but new to me.
