Hi. As far as the smallest licensed radio station, how about KPPC, Pasadena? It is off the air now, but used to be at the Pasadena Presbyterian Church.

Back in 1966-67, then KGGK - 94.3 in Garden Grove, CA - in Orange County - was the lowest powered commercial FM with 200 watts ERP and and HAAT of + 220 feet. KGGK was then owned by a Stereo - Hi-fi store - to test / sell Hi-Fi sets. The store was located in a shopping center on the corner of Brookhust and Chapman and the 200 foot tower was located in the shopping center parking lot, with a 2 bay horizontal only FM antenna mounted near the top. Stereo but no SCA channels. The good ole days.
