You need a custom format. Type "hh:mm" in the text window after you've
clicked on "custom" to create a new format that forces 2 hours digits and 2
minutes digits.

Format / Cells / Number / Custom  will get you 00500...( so will the same
sequence but ending using "Zip Code" ) But so far I haven't figured that out
either, and I use Excel daily.
