If you have space on a balcony (and a bit of spare cash), you might try the
ALA100 loop or one of its higher gain cousins, Dennis

Even the ALA100 works quite well on LW with a lot less than the 20m
circumference they specify.   Colin Newell might be able to offer some words of
wisdom, as he uses them on an apartment balcony.

But some sort of loop is probably the way to go for longwave.  Active whips can
work, but can be real noise detectors.
