KGMS seems to be on nominal per Tucson remote rx, so must be something else. The trace of 940.17 kHz is very weak in Tucson.

I set up my seldom used 2' indoor loop this evening to check the het
on 940 kHz.  KWRU was on 939.9995 in Spanish.  Another SS behind
KWRU was less than 1 Hz away.  The off-frequency station was on
940.1703 kHz.  My loop null for this station is at about 120 degrees,
a line that runs very close to Tucson, AZ.  So it could be KGMS.
If someone can DF the het from a different location, they may nail
it down.
