The FCC calling them won't do anything. The FCC generally doesn't call offenders.. they visit in person, and there's no warning ahead of time.
With regards to WCLE not powering down, another broadcaster would have to complain.. and the FCC would have to catch them IN THE ACT by taking field measurements locally.
