In selling a good package of ads would easily more than pay for that
possible fine. So if that station operates on day power and gets away
with it even for 6 months, they are more ahead as they could sell in
outlaying areas.  They pretty much know they probably would not lose
their license. Hey, if a station complained or even the FCC, they could
say there was a glitch in their computer system and they did not note
the power was higher than possible. A lot of stations don't have an
engineer until needed anyway.
