I think I posted my answer on only one of the lists to which Joe's original question was asked, so looking ahead on the IRCA list might not have helped.
In any case, my answer was that at the time of Joe's reception (6:58 AM EST), WXXI was carrying NPR's Morning Edition, and a check of the rundown from yesterday's show indicates that the story that would have just been ending at that point had nothing to do with Radio Nederland.
The network goes into underwriting at 6:58:20, and there's a local break from 6:59:00-7:00:00 that might have included the traffic report Joe heard - except that he heard something about "black ice" and our roads were dry that morning.
So mark me down as being just as mystified as everyone else about this one...
