540 is amazing for 2.5 kW, covering all of southwestern Ontario, which
would require several FM transmitters to replace, not just the one
at Windsor which is being built on 105.5

I can easily hear CBEF on groundwave in Toronto, over CIAO-530 and WGR-550
slop. CFOS-560 are also not likely to move to FM because of their
low-frequency groundwave coverage.
