From your description of the unID 950, it sounds very much like WHVW's format - and there are a fair number of people in and around Hyde Park who'd disagree vehemently with the idea that the station is "wasting the watts."

WHVW has something of a cult following for its quirky programming, which is almost a labor of love for its owners. I think they make most of the station's operating costs back with weekend leased-time programming. Yes, it's largely nonstop music the rest of the time...but it has a loyal audience, more so than a lot of much bigger AMs these days. I know I tune in when I'm passing through.
