Mora isn't too far north of Minneapolis/St Paul as I recall. It has a 25KW Class C3 FM licensed to it as well.
KCIZ claims they're Part 15. But if yuo look elsewhere on the site, they mention KCIZ-FM, and then on another page, they mentioned 103.3 FM for a station, 106.5 FM for a translator and they also mention they are looking for a "10 Watt AM transmitter for night use". The Part 15 supposedly operates till sunset only, and i gather they were looknig for that "10 Watt AM transitter for night use| to overcome the skywave from Denver and Cedar Rapids on 1650. I can't find any record of KCIZ-FM, any Applications for 103.3 or 106.5 made by the school. The station has a webstream at http://www.morarocks.com/listen If they are throwing a spur on 1323 that you can hear, they are running way more then 100 milliwatts and have a very dirty transmitter! I'm all for radio as a elarning tool in a school, but one would think the school isn't operating ill-legally.
