1140 would certainly have been better at night - but it would have been too close to 1150 in Seattle for daytime use. For adjacent-channel class B stations, the 0.25 mV/m of the proposed station can't overlap the 0.5 mV/m contour of the existing station, and the 0.5 of the proposed station can't overlap the 0.25 mV/m contour of the existing station. The 0.25 mV/m contour of the Seattle 1150 covers all of Yelm.
