Steve:

Not all of México's 31 states have official anthems.  Also, not all 
radio stations broadcast their state's anthem or 'himno'.

Mexican broadcasters are legally required to broadcast the 
national anthem or 'Himno Nacional Méxicano' at the beginning 
and end of programming.  Since many stations do not sign-off, 
they generally broadcast the national anthem at 6 am and 
midnight.
