I have been at this location (1 year)and there has been a carrier on 1700 kHz.  
 The carrier is the strongest on the High Performance Active whip, but heard at 
lesser strengths on the other 3 antennas.  In the evening the
carrier is cover up by the Mexican station on 1700.  The closest 1700 station 
is WQNC252 in Longview, WA 13.87 miles as the crow flies for our house.  My 
wife and I drove out to Longview to the address on the FCC site.
The location is a very large Weyerhaeuser newsprint facility.  The signal was 
weak and we were at the front gate.
A short message stating that the broadcast was 24 hours per day and 
Weyerhaeuser was mentioned.  Tomorrow I will
listen to 1700 for some audio.  There are large holding ponds on the property 
and they probably use the frequency for emergency broadcast.
