It seems like what we need is a sheer ocean cliff on one of the San
Juan Islands, with the perpendicular angle directly aimed at Benin.

I did my evening check at 0420UTfor the carrier on 1566, and there
was something there, visible in Spectran. More to the point, there
was a barely audible carrier on 1215, so let the season begin...
