Think I finally solved this mystery... I've been hearing this het frequently 
in the past few weeks, but because there have often been TA hets on other 
frequencies as well, I still thought it might Spain or the Canaries.  Tonight 
there is absolutely no TA activity here, but the 1179 signal was still 
strong.  Strong enough that I was able to null WHAM enough to get some audio.  
I'm nearly certain that the audio was // to the Cuban Rebelde transmitters on 
1180 and elsewhere.  So, I suspect this might be a deliberate move to 
increase the effectiveness of Cuban jamming on Radio Marti.  Whether it moved 
from 1180 or is a brand new transmitter is anybody's guess.
