One would also want to include the possibility that it's a harmonic. Integers in "interesting" ranges which have harmonics on 680 include 340 kHz, 170 kHz, and 136 kHz. But then there's also the Chelobityevo NDB "BP" on 680 itself in Russia, (found in a simple Google search) but perhaps you've ruled that one out? Which beverage was it on?
