If they are like my ISP (Mediacom the cable company) they charge you a
few dollars a month to "rent" the cable modem. You don't have to use
theirs, you can buy your own. I chose not to because, if it is my cable
modem, and there is a problem the first words out of their mouths are
"it's probably your cable modem". Then I say, "no it's your cable
modem". Then shortly the problem get fixed, usually on their end.

Apple makes only routers, so you'll still need a separate modem. If
Charter is like a lot of other cable companies, you can buy your own modem
as long as it's a model that Charter can support.
Does Charter charge you a monthly fee for the Arris box? If so, it's
probably cheaper in the long run to buy your own modem or modem/router
combo. For example, when my cable op started charging $5/month for a
modem, I returned it and bought my own. It cost ~$70, so it paid for
itself after 14 months.
Since my original post below, I switched to an AirPort Extreme to get
better coverage throughout my house. As with the Time Capsule, I haven't
noticed any QRM on any band.

Since 2009, I've been using an Apple Time Capsule, which has an AirPort
router built in. Zero QRM. It's fed by a Motorola SURFboard 6120, which
also produces no QRM.
