I am trying to look at the bright side here. If they are expanding FM down to 
"TV channels 5 and 6", what exactly does that mean? If they mean the same 
allocation as we have in North America, I believe that would be down to around 
78 MHz. Might this provide some opportunities for DX from North America?

It's too far for even double hop E-skip, but what about other modes? F2? 
Trans-equatorial scatter?
