As far as the financial point goes, it is better to have a club that offers the alternative of a $10 annual subscription for those who are on a severe budget. I'm not sure what the minimum subscription is these days for DX news, but I'm sure it is significantly higher. Perhaps by that logic, IRCA should become the parent club in the proposed merger!
By the east/west comment, I don't mean to suggest that either club only focuses its attention on one region. Over the years the membership demographic has just fallen into place that way. I'm very interested in reading for instance, about the various receptions of the recent Kentucky DX test on 1450. While it is virtually impossible to log that here in CA, I still like to know that folks in many states back east did indeed pick it up. You may wish to try convincing other IRCA board members of your vision, but I believe we are all in solidarity on this.
