The reason some products have RFI problems and others don't is almost always 
traceable to money. It takes a bit of money to design things so that RFI is 
minimized, and it costs a little money for components to filter the 
interference and shield the susceptible areas. 
 
Manufacturing variability should be almost a non-factor, in my opinion.
