Correct - the FCC apparently has the records on paper, but for some reason not all of them have been converted, perhaps because stations had to fax them to the FCC if they wanted to participate, and so some may have gotten lost. Last I heard, the FCC didn't have the staff to devote to getting all of the PSRA and PSSA data on line.
