Same reason many stations do - either they figure, usually rightly, they can 
get away with it or they have automation malfunctions or mis-programming 
they're not aware of, or else they're just plain unaware of the rules. Mostly,

 WKDO is the dominant (although weak) station here on 1560 after the VA & NC 
daytimers sign off around 1800 EST (in Feb).  So, why do they NOT sign off at 
local sunset?  I have no clue.
