Patrick, Norway's phasing out of FM radio is being done in favor of digital radio "multiplexes" based on Eureka 147 standard, aka DAB+ (which accomodates up to 20 stereo or mono programs per single 1.5 MHz wide channel, using MPEG4 compression). DAB+ networks operate in VHF band III. A number of smaller local stations will probably be allowed to stay analog.
