I actually manage a LISTSERV like this and it is no more complicated that logging into the ADMIN interface and "Upping" the KB limit.
My Listserv is currently set at 100KB which accommodates most large reports. At some point I will also start work on pitching a new website design for IRCA at no charge -- and yes, I understand that this LIST is only informally related to the IRCA. A list such as this could be so much more - this is 2015 after all and the list could have the capacity (should have the capacity...) for MP3 attachments, small videos, text files and photos...)
