I was wrong about the CP expiration date. It was in August of 2015. The other 
date had to do with another CP to correct the transmitter site geographical 
coordinates. 

A new license would be needed only if it doesn't return to the air by November 
1, the day the license expires. The financial situation must have changed 
drastically. It spent a lot of money to get the CP. Moving to 1210 would have 
involved altering the existing tower, building another identical tower and 
doing everything needed to change to directional. A 15 kW transmitter would 
have been needed.
