See below from this time last year. I don't know if the "SAC" beacon mystery was ever solved on 1650, but recent Sept.12th, 2017 auroral SDR captures caught another beacon here identifying as "DVS" in modulated CW. This was at 0100 UTC but is repeated continuously throughout the whole recording on 1650 kHz.
