Very little doubt that you were hearing the Japanese AFN on 1575 if you're picking up the NHK rebroadcasters. AFN was playing classical as others stated. According to Stars and Stripes, "classical music was playing on its radio and television stations and the network posted a message online that said AFN services were not available due to the government shutdown." They at least were able to turn back on the news and sports channel for AFN in time for the NFL games as to not cause an armed revolt from personnel, of course.
