If the batteries were shipped with the equipment they are used in, that is allowed per USPS rules. I have not seen language stating whether the batteries must be installed or merely shipped with.
Also, some lithium batteries may indeed be shipped via USPS. It depends on the Watt-Hoir rating. I don't know if a 18650 qualifies and have not found a clear answer. The batteries can also be purchased via eBay, if he won't continue including them, and you can't find them locally.
