My recommendation on using IRC/SILC from a mobile device, which may not be the answer that you were looking for, would be to run irssi from a dedicated location in screen, and connect in with an SSH client from your device.
Personally, I find this to be a much better arrangement than running an irc client locally. Packet processing work is done remotely (and I can leave irssi parked at the status screen when I am not looking at it), which means the data link doesn’t wake up on every channel message, which is easier on your battery life. Plus, you aren’t going to be losing your link every time your phone gets restarted, you get on a plane, etc. (This was particularly important for me, as my carrier deliberately drops data links after 24 hours of continuous connectivity, requiring a reconnect to the PPP link with a new IP address assigned (typically). Your carrier may not have this issue, however.) If you go this route, you probably will want to turn off the clock in the irssi ncurses UI, as screen updates every minute would be bad on battery if you leave your SSH client habitually open. I don’t know of a particularly good SSH client for PalmOS that might be suitable for this, but I hacked up the PocketPC (Windows Mobile) port of PuTTY to be suitable for my uses [auto-reconnect, bug fixes, some other various improvements to reduce various frequently re-occurring headaches]. Probably not particularly easy to port to PalmOS (unless your Palm is of the Windows Mobile sort), though. This recommendation is a lil bit off-topic for the dev list at this point, though.
