According to [1], Cygwin has also the "cygstart" utility which should start the native default PDF viewer.

See now Isabelle/8c37cb84065f.

The Cygwin bundle will override PDF_VIEWER=cygstart to use Sumatra PDF, and thus avoid an extra dependency.
