modules into the local repo, otherwise subsequent dependent modules won't
find them. I've just confirmed this.
I was just reading the contrary on the maven-users list. Things in the
reactor should work even if not installed.

Given you're coming at this completely fresh, it'd be interesting to see
what you observe, starting with a fresh checkout.

# does this work?
mvn clean compile -P all
# how about this?
mvn clean install -P all
My experience, as I say, was that the mvn compile failed but mvn install
worked.
