Failing tests on SQL Integration

I'm trying to build the framework but it hangs when running 
PostgreSqlTest.  My firewall reports external access to abacus on port 
5432.  I understand this is the port for a Postgresql server.  How do I 
turn this test (and any other tests off for other database) when I am 
building on my machine? Also why is no one else getting the same problem/
