By inserting a check into the scalar panel base class
(ComponentFactoryScalarAbstract), that creates a ValueChoicesPanel if the
ScalarModel has choices present, all value types now present the user with a
drop-down list of value in edit mode.
This works for both choicesXXXX for properties, and choicesNXXXX for parameters.
An outstanding problem is that the drop-down list is not initialised with the
existing value of the property / parameter.
