Provide a standalone implementation of a service to generate PDFs from OpenXML 
(.docx) that can be registered as a hidden service, and injected into domain

NB: OpenXML .docx are flow-based format, and is generally considered mutable 
format, whereas PDF is a page-based format, and as such may be preferred as the 
"canonical" way to store outbound correspondence from an organization.
