Ini satu lagi projek kerajaan Umno BN yang menyusahkan rakyat yang dah susah. 
Rakyat nak jimat duit beli kereta terpakai, rakyat yang tak ada duit nak jual 
kereta dibebankan lagi dengan pemeriksaan Puspakom atas alasan keselamatan dan 
elak kereta curi. Apa jaminan Umno BN jika ini dilaksanakan statistik 
kemalangan dan kecurian kereta akan menurun?

Sampaikan Menteri Pengangkutan MCA BN pun tak setuju dengan pemeriksaan 
Puspakom sampai 2 kali dilaporkan dalam The Star dibawah pada 24 Mei 2011 
(Utusan Malaysia tak minat cerita macam ni kerana wartawan Utusan kaya-kaya, 
semua beli kereta baru).

mana otak dan timbang rasa pemimpin Umno BN sekarang ini?

Pakcik-pakcik di Felda, kalau ada kereta terpakai atau kereta buruk, simpan 
saja buat tukun. Duit banyak beli kereta baru je.

Kong: Two checks will burden motorists who wish to sell their vehicles

BUTTERWORTH: It will be a burden to motorists if they are required to send 
their used vehicles for two Puspakom inspections before selling them, said 
Transport Minister Datuk Seri Kong Cho Ha.

He said he had directed the Road Transport Department to discuss with the 
Domestic Trade, Cooper-atives and Consumerism Ministry for a single inspection .

“I believe there should only be one inspection,” he said when launching HSJBC 
Corporation Sdn Bhd's JBC light truck in Jalan Sungai Lokan here yesterday.

Following amendments to the Hire-Purchase Act that were approv-ed by Parliament 
recently, all used vehicles going on sale will have to undergo an extensive B7 
inspection at Puspakom effective June 1.

The inspection comprises 18 visual and four computerised checks on the vehicle 
before it can be certified roadworthy. Only then can the transfer of ownership 
be effected.

At present, only four checks are done - on the chassis number, the engine 
number, windows and windscreens as well as cut-and-join parts.

Under the new ruling, the vehicles are required to be inspected twice, during 
the transfer of ownership and when the bank loan is approved.

On a different matter, Kong told reporters that electric vehicles, mainly 
motorcycles, could now be registered following amendments to the Road Transport 
Act.

“Prior to the amendment, owners were required to register the vehicle's chassis 
number and engine number.

“But since electric vehicles do not have an engine, we have amended the Act to 
allow them to be registered under their chassis number,” he said.

However, he cautioned that electric vehicles still needed to get approvals from 
Sirim and the Department of Standards to ensure that they complied with 
Malaysian standards.

Kong said the ministry had received numerous applications from companies that 
wanted to retail electric vehicles.
